Review Process

Each manuscript is reviewed by one or more members of the Program Committee. On occasion, outside expert Reviewers may be consulted. Publication of a submitted manuscript is contingent on approval by the Reviewer.
Editors, Editorial Committee Members, and Reviews staff treat submitted manuscripts and all communication with authors as confidential. Authors and Reviewers must also treat communication as confidential.
Reviewers are asked to consider the following for every article published in HECE conference proceeding:

Whether the article will be of value to a broad audience. The goal is to make all articles useful to specialists, scholars from other areas, and teachers and students. Reviewers are asked to make specific suggestions as to how the article can achieve this goal if revision is necessary.
Whether the citations broad and representative of the published primary literature.
Whether the abstract represents the whole article and is informative.
Whether the article well organized and easy to read.
Whether the illustrations and tables are effective.

Reviewers make a recommendation to:

Accept the article and publish with minor to moderate revisions;
Request significant revision followed by another review; 
Reject the article; Reviewers can indicate whether the author may resubmit or not.

Publication Ethics and Malpractice Statement

Section A: Publication and authorship
All review processes are blind peer-reviews by minimum Two Anonymous Reviewers.
The factors that are taken into account in review are relevance, soundness, significance, originality, readability and language.
The possible decisions include acceptance, acceptance with revisions, or rejection.
If authors are encouraged to revise and resubmit a submission, there is no guarantee that the revised submission will be accepted.
Rejected articles will not be re-reviewed.
The paper acceptance is constrained by such legal requirements as shall then be in force regarding libel, copyright infringement and plagiarism.
No research can be included in more than one publication.

Section B: Authors’responsibilities
Authors must certify that their manuscripts are their original work.
Authors must certify that the manuscript has not previously been published elsewhere.
Authors must certify that the manuscript is not currently being considered for publication elsewhere.
Authors must participate in the peer review process.
Authors are obliged to provide retractions or corrections of mistakes.
All Authors mentioned in the paper must have significantly contributed to the research.
Authors must state that all data in the paper are real and authentic.
Authors must notify the Editors of any conflicts of interest.
Authors must identify all sources used in the creation of their manuscript.
Authors must report any errors they discover in their published paper to the Editors.

Section C: Reviewer responsibilities
Reviewers should keep all information regarding papers confidential and treat them as privileged information.
Reviews should be conducted objectively, with no personal criticism of the author
Reviewers should express their views clearly with supporting arguments
Reviewers should identify relevant published work that has not been cited by the authors.
Reviewers should not review manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

Presentation – Important Information

Oral session at HECE Conference 2023, Chengdu, China, will incorporate the highest quality submitted papers – giving papers submitters greater opportunity to present their work orally. Papers will also be selected for e-poster presentation.
E-poster Session will form an integral part of the HECE 2022 Conference Scientific Programme. E-poster Session will not conflict with any other sessions meaning that they will not be scheduled at the same time as oral session in the programme.  E-poster authors will be asked to stand by their e-poster during scheduled e-poster presentation times. Authors will be notified of the status of their presentation one 15 days before the conference date. Further presentation instructions will be given at this time.
